The presentation traces the Montreal Protocol's development from the original global response to ozone depletion through the Kigali Amendment and the challenges facing the agreement today. It argues that a major reason for the Protocol's success was its inclusive and pragmatic structure: governments, industry, NGOs, and scientific, technical, and economic experts worked together to address environmental concerns while ensuring that control measures and technology transitions remained economically sensible. The framework was also designed to evolve, allowing stronger controls, additional regulated compounds, accelerated reductions where feasible, developing-country participation, and financial assistance for transitions.
