The F-gas outlook model

The use of heat pumps in Europe has been growing, but needs to grow even faster to meet ambitious policy targets. At the same time, the F-gas Regulation is imposing strict quota cuts and use bans. We discuss the challenges for industry in some particularly critical technology sectors.

Session description

The sale of all heat pumps (both heating-only and reversible units) in Europe has been growing over the long-term, to a total new heating capacity of around 60 to 70 GW per year.  This is a great success story for the industry, for governments and for the environment.
More recently however, sales fell in 2024, but recovered in 2025 and this recovery is expected to continue in 2026.
But, is this enough?  The 2022 REPowerEU Plan included a target to roll out 10 million hydronic heat pumps by 2027, and to double the rate of heat pump deployment by 2030, resulting in a total additional deployment of at least 30 million heat pumps by 2030.  We would need to increase sales by approximately 50% per year from current levels to meet the 2030 target ? requiring a concerted ...
