The presentation will introduce briefly the history of the European F-Gas Regulation, and highlight the changes that have occurred over the years. This is followed by a concise summary of the key requirements that are introduced. The presentation will mainly explore the challenges and uncertainties the Refrigeration, Air Conditioning, and Heat Pump (RACHP) industry is expected to face in light of these regulatory changes. A central theme will be the crucial role that heat pumps play in the EU’s energy transition, particularly as Europe seeks to meet its climate goals. The presentation will highlight the contribution of Heat Pumps in the decarbonisation of the heating sector. It will also discuss the need for close monitoring of market evolutions of the RACHP sector. In addition, the presentation will address the possible impact of the regulation and in particular export restrictions, on the competitiveness of the EU’s RACHP industry in international markets.
The presentation will also underscore the need to balance the different policies, including energy efficiency targets, climate targets, safety considerations and affordability for consumers. These regulatory changes do not exist in isolation and must be integrated with other legislative frameworks to ensure a cohesive approach to sustainability and industrial competitiveness, and to drive the growth of the heating and cooling sector. Finally, attention will be paid to the remaining uncertainties surrounding several of the new requirements in the F-Gas Regulation, and showcase the industry’s efforts to establish a common understanding among all stakeholders. This is for example a critical exercise in view of application of exemptions.
